About CBA Leaders
Who are we: Community Bound Agency (CBA) is a family-owned business that was started and operated solely by its founder in 2007; by providing Home Personal Care and Non-Medical Transportation to adults impacted with intellectual and/or physical disabilities. With growing success over the years, this once independent provider entity expanded to become an agency; now employing 20 Direct Support Professionals (DSP) and Transportation Operators (TO), who provide Adult Day Services, Home and Community-Based Personal Care Services, Non-Medical Transportation Services, Vocational Services, and Transition Services to 50 individuals. AND GROWING…
Mission: Community Bound Agency (CBA) is committed to supporting individuals to work towards a greater more independent tomorrow and actively supporting their full inclusion and participation in the community throughout their lifetimes. We will adhere to our mission by employing emerging leaders who will administer impactful inclusion programs that will empower individuals to become increasingly self-reliant.

Community Bound Agency (CBA), staff members are experienced, reliable, regularly trained, and developed to ensure they are always providing the best support, care, and programming.
Staff will always inspire excellence when providing reliable transportation, community/residential support, and recreational/vocational/transition support.
Staff will always ensure individuals impacted with intellectual and/or physical disabilities continue to live, work, and participate in their communities.
Staff will always guide and support individuals as they learn and improve their life and work skills processing towards greater independence.
Meet our Leadership Team
Marcella J.K. Singleton – Founder/Director
In 2015, after 28 years of service in the beauty industry, Marcella was blessed to retire her licenses to pursue another passion that is now her profession. That passion ignited that year, but the logs were laid many years prior. 1999, following the passing of her mother, the late Judy A. Winters, Marcella immediately became the guardian and sole provider for her beloved sister, Tracee. Although Tracee has a disability, she is able to enjoy a fulfilling life partly due to the personal and professional care she receives from Marcella. After seeing positive results from her care of her sister, Marcella once again stirred up her gift and entrepreneurial savvy and became certified to provide much needed care to others that also live with disabilities and the rest is history.
Today, Marcella is the Founder/Proprietor of Community Bound Agency previously known as A.B.O.U.T. (All Because Of U Tracee). Although she considers it an honor to serve the disabled community at this capacity, Marcella’s proudest role is being a mother to her three children: Vernon (29) and twins Juac & Junae (14). She is a woman of all seasons who successfully wears many hats in diverse arenas. Marcella live by these timeless words by Hellen Keller, “The only thing worse than being blind is having sight but no vision”.

Since 2002, as a sophomore in High school, Jasmine always wanted a career where she could help people and make a difference in their life. In 2011, while working on her degree, Jasmine obtained a job working with individuals with disabilities. Over the course of the years, Jasmine found her passion and her calling to work with individuals with disabilities. Jasmine believes that this field chose her, as this was not her field of choice. Even leaving the state to obtain a career in which she earned her degree in did not workout for her, resulting in her returning to the field she knew. Since being in the field, Jasmine has held several different positions helping her to enhance her knowledge and skills in the field.
